William J. Conley

Whether working with government organizations, businesses or individuals, Billy Conley is known for his high-energy advocacy for his clients in and out of the courtroom. He provides strategic insight and tactical recommendations that has resulted in decisions with a major impact on Rhode Island communities,and victories for his clients in state and federal court.

Billy counsels Rhode Island municipalities on a diverse array of significant legal issues that foster smart growth and development, fiscal responsibility and advance the best practices for good government. With a sound knowledge of labor, land use, and administrative law, he has represented the interests of the City of East Providence, Town of Johnston, Johnston School Committee, Warren Housing Authority, Town of Cumberland, and other municipal agencies throughout the state.

Billy works with clients on business creation and organization, employment matters, real estate zoning and land use, and when necessary brings his litigation skills and experience to Federal and State courts and agencies on their behalf.

After graduating Magna Cum Laude from Boston College, Billy went on to receive his Doctor of Jurisprudence from Catholic University of America, Columbus School of Law in Washington, D.C. He is certified as a professional mediator for workplace conflict management matters and mediation, Billy is also trained as an arbitrator by the Federal Mediation and Conciliation Services Institute for resolving employment and labor disputes.

As Chief Legal Counsel for the Rhode Island Ethics Commission, Billy represented the Commission for more than five years in its quest to set the highest ethical standards of conduct for all public officials and employees. He has grappled with important constitutional issues and been involved in critical cases that sought to uphold and enforce the code of conduct.

Billy is a member of the Board of Directors of Rhode Island Legal Services,where he has been active since 2008. He is a member of the RI Bar Association’s Volunteer Lawyer Program and the Character and Fitness Committee, and has received several awards from the RI Bar Association acknowledging his commitment to pro bono work and public service. Currently he is also a member of the Rhode Island Bar Association Board of Bar Examiners. 

William Conley authored a section on “Default, Proof of Damages, and Entry of Final Judgment in Defaulted Cases” in the 2015 MCLE publication "Practical Guide to Superior Court Practice in Rhode Island.” It was edited by Superior Court Judge Patricia A. Hurst and attorney Marc DeSisto.

In January of 2013, Billy Conley was sworn in as a RI State Senator from District 18 (East Providence, Pawtucket) and currently serves as a member of the Senate Committee on Judiciary and the Senate Committee on Environment & Agriculture.
